About Measure Q

What is Measure Q?

Measure Q, on the November 5, 2024 ballot, will ensure high-quality, essential academic programs and student support services are not cut from the Milpitas Unified School District’s (MUSD) annual budget. 

 

MUSD is facing a $2 million deficit due to cuts in state and federal funding. Programs such as advanced career prep including artificial intelligence courses, support for struggling students, those with special needs and healthcare professionals – such as health clerks and mental health counselors – are in jeopardy of being cut from our schools.

What happens if Measure Q doesn’t pass?

Without Measure Q, approximately $2 million would have to be cut from the school district’s annual budget, impacting student learning and essential student support services. 

Specifically, how will Measure Q support Milpitas schools?

Voting Yes on Q will maintain quality education in Milpitas schools by:

  • Attracting and retaining highly qualified teachers and staff

  • Preventing cuts to science, technology, engineering, arts, athletics and math programs

  • Providing educator training and tools to prepare students for college, careers and community leadership

  • Retaining school counselors and health professionals

  • Maintaining and expanding career technical education and workforce training programs

  • Protecting essential computer science programs

How do we know Measure Q funds will be spent wisely?

Every penny of Measure Q will stay local and it will continue the fiscal accountability protections currently in place:

  • All funds must stay in our local schools and cannot be taken by Sacramento

  • No funds can be used for administrator salaries

  • An independent oversight committee ensures all funds are spent as promised

  • Seniors are eligible for an exemption

 

The Parcel Tax Oversight Committee that reviews expenditures each year has consistently reported that funds have been spent as voters intended. Measure Q will continue this same oversight and these same accountability provisions as previous measures. How much will Measure Q cost? 


Measure Q will generate $2.2 million to support academic programs and cost homeowners $119 per parcel, per year for eight years. 

How long will Measure Q be in place?

Measure Q will automatically expire after eight years and cannot be extended without voter approval. 

Does Measure Q replace the other parcel tax for MUSD?

No. Measure E, passed in 2022, is an $84 parcel tax measure that has been supported by our local community since 2010. Measure E supports academic programs such as reading, writing, science, technology and math as well as career technical training programs in Milpitas schools. Measure E cannot be used to fund AI technology training and instruction, mental health counselors or social emotional learning programs.

 

Can the State take funds away from Measure Q?

No. Unlike other funding sources, Measure Q is guaranteed funding for Milpitas schools only that cannot be taken away by the State. 

 

Does Measure Q include exemptions for senior citizens and low-income persons with disabilities?

Yes! Measure Q includes an exemption for senior citizen homeowners, age 65 and over, and low-income persons with disabilities, so that the cost is not a burden to those on fixed or limited incomes.

 

I don’t have children in school; how will Measure Q benefit me?

Great schools are at the heart of great communities. Investing in our local schools makes sense. High-quality schools make our neighborhoods desirable, attracting new families to our community. Measure Q will help keep our property values strong by maintaining high-quality instruction in our local schools.

 

How many votes does Measure Q need to pass?

In order to pass, Measure Q must be supported by 66.7% of those who cast a vote on the measure in the June election. It is critical we vote YES in this election to support local schools and students. 

 

Who can vote on Measure Q?

All registered voters living within the Milpitas Unified School District boundaries can vote on Measure Q. 

When can I vote YES on Measure Q?

Measure Q will be on the November 5, 2024 ballot. All registered voters in the Milpitas Unified School District will receive a ballot in the mail in early May. You must cast your ballot by mail in this election or in-person at designated vote centers. As soon as you receive your ballot, please vote YES on Q, follow the instructions to sign and date the outer envelope and place it in the mail right away.
